1. POSITION INFORMATION


A. Job Title

Procurement Manager


Department - Finance

Division - Finance


B. JOB PURPOSE 

To plan, coordinate, implement and monitor the Corporation`s overall supply chain strategy to maximize efficiency and productivity. To also manage and negotiate service providers contracts to ensure that the Corporation obtains quality products for competitive prices in a timely fashion. Plays an integral role in ensuring the Corporation sticks to budgets and operates profitably.


Main Performance Areas


Effective Functional Management:

- Manage effective day to day business performance of the Procurement Department functions.

- Maintain stock levels of the essential supplies.

- Oversee, mentor and coach and build capacity of the Department staff.


Maintain Sustainable Supply Chain and Logistics Support

- Develop procurement strategies that are inventive and cost-effective.

- Develop and implement procurement and sourcing policies, procedures, standards and controls.

- Liaise with all Corporation’s Departments to determine their procurement needs.

- Oversee the end-to-end bidding process, from tender preparation to submission of tender documents for approval - Ensure the completion of tasks assigned to the contractors

- Perform procurement risk assessments on potential contracts and agreements and mitigate such risks.

- Monitors business trends and product availability to pay the best price for the Corporation goods and services without sacrificing quality or delivery times.

- Nurtures relationships with suppliers to negotiate the best prices for the Corporation.

- Identifies and researches potential new suppliers.

- Researches new products and services to meet company's goals.

- Develops and implements strategies for procuring, storing, and distributing goods or services and maintaining stock levels.

- Maintains and administers internal suppliers` database

- Responsible for development of a procurement policy, its review and safe keeping

- Oversees and procurement process and advise accordingly - Oversee and optimize the management of BEDCO's fleet


Business Reporting:

- Prepare and submit Procurements Reports of the Department and prepare inputs into the BEDCO’s annual reporting activities

- Prepare the Procurement Reports to the Board on quarterly basis. Focus Allocation

50% focus on maintaining inventory database and logistics delivery trends

50% focus on internal operational optimization and efficiency



C. JOB SPECIFICATIONS


Minimum educational qualification:

Bachelor’s degree in Business Administration/supply chain management/ Logistics or related qualification plus CIPS Level 5 Certificate.

Minimum experience required:

5 years’ relevant experience in a similar environment, of which three (3) years should be in a Managerial role.

Competencies:

• Leadership and Management: Demonstration of strategic thinking, resource allocation, and coordination of people and resources and the ability to motivate develop, and direct people towards execution.

• Problem Solver: Ability to anticipate and solve problems proactively.

• Analytical: Ability to navigate complex data and provide analytics and predictive scenarios that drive action and decision-making.

• Stakeholder Management: Ability to support and create an inclusive and supportive working relationship and environment for both internal and external stakeholders.

• Risk Management: Ability to identify, investigate, analyse, and measure strategic and operational risks early and develop strategies to manage/mitigate them.

• Effective Communication: Ability to communicate clearly and effectively through both written and spoken communication.

A. Job Title

Head Strategy, Monitoring, Evaluation and Risk


Department - Chief Executive Officer (CEO) Office

Division - Strategy, Monitoring, Evaluation and Risk


B. Job Purpose


Design and manage planning, monitoring and evaluation of corporate performance and risk management framework to effectively guide the implementation BEDCO’s Strategic Plan as approved by the Board of Directors.


Main Performance Areas


  • Effective Functional Management:

    - Manage day-to-day business performance of the Department

    - Lead and facilitate strategy planning process, performance monitoring and evaluation and development of risk mitigation plan

    - Oversee, mentor and coach and build capacity of the Department staff.


  • Strategy Planning, Monitoring and Evaluation and Risk Management


    -Design and implement an integrated planning process, monitoring and evaluation framework and risk management strategy.

    - Facilitate the strategic planning process in line with the Corporation’s approved performance cycle.

    - Facilitate the corporate performance reviews per quarter against the set performance targets.

    - Coordinate the development and quarterly review of the enterprise risk wide register and highlight risk areas.

    - Track the performance of Departments against the budget, operational plans and performance targets

    - Keep the Corporation program’s database updated with information regarding results obtained, specifically on input and output as they affect the targets.

    - Share monitoring and evaluation results with all relevant departments and ensure that lessons are incorporated into the Corporation’s activities.

    - Collate comprehensive data on the project key performance indicators.

    -Provide support to ensure that all projects deliver strategic vision and provide high quality results and timely input.

    -Conduct agreed periodic monitoring and evaluations for specific projects milestones where necessary recommends corrective action.

    -Document and maintain project experience, lessons learned, case studies, success stories and any relevant information regarding each project or function being monitored.

    -Participate in national economic planning forums.

    -Ensure align and performance between BEDCO’s interventions and national economic policies.


  • Business Reporting:

    - Prepare the quarterly performance reports for management attention and action.

    - Submit corporate performance reports to the Board on a quarterly basis

    - Contribute and facilitate to the annual reporting process


Focus Allocation

50% focus on keeping alignment of planning, strategy, execution, performance review and risk mitigation framework

50% focus on effective departmental operational optimization and efficiency


C. JOB SPECIFICATIONS


Minimum educational qualification:

Minimum of Postgraduate Degree in Economics, Statistics, Business administration or related field.


Minimum experience required:

Six (6) years working experience in Strategy, Corporate planning, Monitoring and Evaluation and Risk Management preferably in a similar environment, of which five (5) years should be in a Managerial role.


Competencies:
